Tynesha O'Quinn, Founder & Chief HR Concierge
FINE HR Consulting was born from a vision to transform how businesses approach human resources. Our founder, Tynesha O’Quinn, began her career in the food service industry, where she cultivated a deep appreciation for delivering first-class customer experiences. While her initial dream was to own a fine dining restaurant, Tynesha’s passion shifted toward helping businesses build strong, people-centered HR strategies.
With over 16 years of experience in HR, Tynesha took the bold step of launching FINE HR Consulting in 2020. Inspired by her desire to provide white glove service, she combined her expertise and approach to create a consultancy that prioritizes client success.
Her goal is simple: to help businesses navigate their HR challenges with tailored, forward-thinking solutions that drive growth and efficiency.
She isn’t the typical HR consultant; she is a dedicated partner in navigating the complexities of human resources. With credentials like an MBA in HR Management, SHRM-CP, sHRBP, and EEO Workplace Investigator certifications, she brings a wealth of knowledge and hands-on experience to every client engagement.

Alissa Davis, Senior Total Rewards Consultant
Alissa Davis brings nearly 30 years of human resources leadership and consulting experience to her work with FINE HR Consulting, with deep expertise in compensation, benefits, job classification, and organizational strategy. Her career includes extensive HR leadership experience in higher education, where she served for more than seven years as Chief Human Resources Officer at Southeast Missouri State University. In that role, she led comprehensive compensation studies involving market pay analysis, pay band development, and compensation philosophy.
Alissa is also the founder and owner of A. Davis Consulting, where she provides strategic human resources consulting and specialized Total Rewards expertise. Her work includes compensation and benefits reviews, job analysis and leveling, salary administration, career progression, organizational staffing, and HR policy development.
As FINE HR Consulting’s Senior Total Rewards Consultant, Alissa provides specialized expertise in compensation and benefits to support client engagements. Her work helps FINE HR evaluate competitive pay, develop salary ranges, assess benefits, and identify compensation inconsistencies. She brings the analysis and Total Rewards expertise needed to develop recommendations that are fair, competitive, and realistic for each organization’s budget and goals.
Her combination of executive HR leadership and hands-on consulting experience allows her to bring both strategy and practical solutions to FINE HR clients.
